My impression is that most, if not all, of this work is done at the
individual level of the system. I thought John Gunkler (LO23783) was
addressing the organizational level of the system and the "tacit
knowledge" embedded in system processes.

In addition to the organizational processes, I would also add the "tacit
knowledge" embedded in (i) the organizational populations and the
mechanisms by which these populations change and (ii) the fabric of
relationships that transcend the organization and them mechanisms by which
these relationships are strengthened or diminished.
