Hi all,
IMHO all organisations are learning organisations. Mike McMaster, in his
book 'The Intelligence Advantage' (1996) writes:
"(...) Organisational Learning is that phenomenon that occurs when any new
information is added to the available memory of the organisation (whether
an individual or a system), thereby making iy accessible for future use by
the system"
This does NOT mean that all organisations handle it as efficiently or
effectively as others. But I cannot think of an organisation (inc all its
individduals) that does NOT learn at all.
