Schools as systems LO26489

Folks --

I've been engaged in a lot of conversation with people involved in the
public schools. I'm wondering whether any of this august audience has put
together (or come across) any genuinely good systems models covering
things like
 + the teacher shortage
 + laying sole responsibility for student learning on the teachers (and,
for instance, letting the parents and the students themselves off the
hook)
 + the use of standarized tests as the only measurement for student
achievement and whatever else comes to mind.

I will appreciate any links or documents or publications that you can
point me to.
