I am interested in your concerns about the effect change and the quest for
improved productivity may have on the environment. One of the areas I
work in is management of operational risk - quality, safety, environment
and security. There are international management system standards for the
first three areas. The one which we never seem to hear mentioned in
environmental debates is ISO14000 - Environmental Management Systems.

I am led to believe that many Australian companies have adopted this
standard. It has the usual emphasis of ISO9000 of 'continual
improvement'.

I suggest organisational change should never be implemented on an ad hoc
basis, it should always be accompanied by a documented management system.
I believe a lot of this complexity which is often mentioned, arises from
managers who do not know how to manage systematically, to delegate almost
totally by empowering their staff.

I would agreee however that, in the hands of some of these people, the
environment will suffer. Education is the answer.
