I agree with Roy's thinking on this. Although grassroots efforts can have
an impact on organizational wholeness, they can also be as the sound of
tinkling symbols. As I have mentioned earlier, the Quality Circle lives
in Value Based Six Sigma management systems as the top level "Opportunity
ID Workshop" in which the top management team is tasked to rank and
prioritize the next batch of projects in consonance with the strategic
plan and then at the project launch when the actual execution team is
tasked with solving the problem or fleshing out the opportunity presented
by the project.
