Since I am not sure what of culture of blame is or is not, take what I say
with a grain.

Well I know assigning blame is not very PC these days. Assigning and/or
accepting blame needs to be done to enable people to forgive. Otherwise,
what are you forgiving? LO would allow people to grow from major mistakes
but they should not ignore the hurt the person as caused.

eight-state region reduce poverty.

>A question or two...

>If one looks for Reconciliation and Forgiveness are you strengthening
>the culture of Blame?

>If however one looks to another route (...and I don't know which one),
>can we take the process beyond Blame and begin to look at it
>"systematically"?
