I agree.
While IT can improve OL, IT may not does so.
This is not attributed to IT itself.
The other factor influenced by IT like human factor impacts on OL.

How about dividing two categories of how IT affects OL?
These are direct influence and indirect influence on OL.
What you said could be one of indirect influence.
