You are on target here. Perhaps a bit soft. It must be driven by and lived
by top management

These need to report measured progress to the next level with regular
reporting intervals required. The amount of change should not be defined
only the timing of the progress report.

It is clearly management's job to provide the necessary resources required
including the time commitment training and places to it. All to often
initiatives fail because management expected the goal to be met but did
not provide the resources.
