I should clarify that the position was titled "Learning Officer" prior to
my arrival at the organization. The position was changed to Director,
Knowledge Services (not completely clear why the change was made). The
organization's key service areas were education, research, advocacy. My
position was considered research, although I made the argument (on more
than one occasion that the function crossed into each service area).
My somewhat long-winded response to your inquiry about a budget being
established for the position is although there was a budget for
"research", I felt my task was to differentiate the area of "knowledge
services" from "research" offered by other health care
associations/alliances/consultants, etc.
One final thought: sometimes organizational leaders read about a new
management theory and think it's just what their organization needs
without giving any real thought about how to operationalize the words on
paper.
