Geoffryy asks if the percentages (of sub-par and superb performers) are
forced. No. Everyone knows who the superb performers are, and everyone
knows who the problems are. There are really no secrets, even if ranking
does not occur. Everyone knows because everyone is attempting to
compensate for the consequences.
