Security in Learning Organizations LO17110

I am doing a thesis on Learning Organizations in highly competitive
arenas. I am curious what steps or means there are to keep company
secrets and security in a learning organization.

How do you maintain internal and external security w/in the organization.
If anyone has any suggestions or ideas on where to look or on what you
think. I would really appreciate them.

Also, I am looking for literature on Government Organizations becoming
Learning Orgs.
