I think we are in agreement that the power of management to create change
or create the context for change is far, far larger than the power of
employees. If I did not make that clear I apologize.

All I meant to say was that the potential power of employees, if it can be
unleashed by management, is greater yet. Examples of that unleashing are
rare to the point of near extinction.

One of my concerns with the problems of leadership is that we are
constantly looking for new, more decentralized, more collaborative models.
I really do not understand how the transition will occur. The role of the
center, if it is well played, is and must be to create the healthy
context. All the leadership books implicitly porve this point, whether you
read about Mercedes-Benz Credit or H-P, or 3-M. The center creates the
environment which frees the employees. The center creates the context
unilaterally by stating and then operating on new "rules of engagement."
