Yes they go together. Problems solving and good measurement methods go
hand in hand with real learning. Unless the organization can really tell
the impact of change or experiment it will not be able to learn or it may
learn the wrong things. If intuition and judgement are the only measures
then the organization is left to t the will of the strong and people my
lose (or never gain) trust in one another.
Look at Deming companies to see learning. Deming companies learn from
mistakes improvements and experiments are are driven to try to improve.
