These are excellent insights and observations in this area of study. My
personal experience and research in this area, (in working with
organizations to develop what I call "Organizational Performance Support
Systems" (See "Transforming EPSS to Support Organizational Learning";
Journal of Instructional Delivery Systems, Spring 1997, PP 3-11.)) has
identified three key factors to the successful adoption of such innovation
into an organizational culture:

1. Reward and incentive systems for sharing knowledge/information need
to be part of the organizational culture and practiced.
2. Human support systems/networks need to exist off-line in order for a
community to exist on-line.
3. If the senior leaders of the organization openly adopt and publicly
use the technology/innovation, others will follow.
