Has anyone come across any evaluations which explored the extent to which
competency development programmes of senior public sector managers
actually develop the competencies needed to run public sector
bureaucracies ?
I am aware that there are significantly different management paradigms
about what the competencies might be, as well as many different means of
developing those competencies once identified. What I am looking for is
the evaluation approach rather than testing any single management
ideology.
Please go easy on references to books or articles - it is extremely
unlikely that I will be able to track them down locally.
