The US Department of Energy (DOE) and the Westinghouse Electric Company of
CBS, Inc. announce the availability of the Training and Educational Leader
Self Assessment (TELSA) tool to US educational institutions, businesses,
government agencies, non-profit organizations, and individual citizens at
no charge to recipients. TELSA is designed to systematically identify the
development needs of training and educational leaders including: training
managers; organizational and human resource development (OD and HRD)
managers; school principals; department chairs; academic deans; and
instructional team leaders. In addition, the tool should be helpful to
those who are candidates for training and educational leadership
positions.

TELSA contains instructions, a 180-task self survey, interpretation
information, and reading lists covering 10 duty areas. This is a
complete, turnkey package that can be administered without modification.
TELSA employs a streamlined version of the DIF
(Difficulty-Importance-Frequency) job analysis model. Areas covered
include:

-- Leading instructional analysis, design, development, implementation
and evaluation

-- Learner-related administrative duties
-- Staff-related administrative duties
-- Budget and planning-related administrative duties
-- Communications

-- Crisis management
