Like Fred Nickols, I would count myself "an unabashed foe of classic
performance appraisal systems."
Spent years training people in rational approaches to this thorny
managerial job, and I've come to the conclusion that the very best one can
hope for is this:
People will feel _uniformly_ screwed.
Now there is a classic no-win proposition.
