Interesting question. What might be the effect? You are indeed right on
when you think about the word justify. What does the social culture
understand when you say justify? In the US, more specifically parts of the
US, by asking someone to justify their interest or need is like calling
their mother a name. In others, it is a reasonable question. Why the
difference? Culture. So organizationally, how is the thought of
justifying seen? Well, why go there unless you must? Let's find a way to
create a win-win situation. Ask the employee to assist the organizational
(the resource manager) in identifying how the learning fits into their
(the employee's) needs and how their needs fit into the organizations.
Assumption: both have at least a vision of the future in mind if not on
paper. Is this syntax? Maybe, but you are partnering with the employee,
not fighting over resources. The intrainsic result? Possibly the
employee will accept and support the organizations future even more.
Otherwise be seen in a bad light - self motivation.
