It is near impossible to change an organization from the bottom. That is
why Deming the precursor to all these other partial philosophies, would
not deal with a company unle3ss the man in charge agreed to be the driver.
Even then his top managers did not always change.

Culture is built by the questions asked and the actions taken by
management and influencers. When a new better way comes along that
requires different behavior and priorities than the top manager has in his
or her belief system it may never take root.

People in an organization are promoted and rewarded by the management. If
they adopt behavior different, they risk not being rewarded. And worse yet
not being ready for the bosses next question or next meeting. They may
have chosen to work on why the system failed and the boss wants to know
about the shipment and who did it.

Culture is driven by top management actions and there are no complete ways
around that.
