Harriet -

Of course, you are right on about teachers . . . except, I think it has
gotten to the point that the pay is so uncompetitive that in some areas
there is a crisis. Teacher salaries - particularly in the south - are
horrid. AND, teachers love their profession. AND, there are many
exceptional teachers who are not paid for their performance.

The system does not pay for performance. It pays for certification.
