That's your interpretation, and it's as valid as the claim that some
systems do pay for performance. I think you will have difficulty
convincing many people on commission, or in other similar schemes.
That said, when you pay people equally for different productivity, that
has side-effects. When you pay people based on some criteria to
distinguish those more deserving from less, that has side-effects.
It's that simple.
