Rick asks "What can we say about how to make physical space an 'LO
enabler'?"

I have no direct experience but I would recommend some resources.
Regarding the building itself, I would begin with architect Christopher
Alexander and the whole notion of patterns. Regarding the office and work
spaces inside such a building, I'd check with the folks at Steelcase;
they've spent a lot of time on how to make space facilitate tasks and
work.
