Jason,

I have to second your concern. Learning and knowledge are cutural issues
and are driven by the concerns and actions of the people in charge. If the
ask the right questions and take action on the right issues then the
atmosphere will be right of learning. If not a CLO will only be a place
for frustration.

Even passing on knowledge about a job depends on willingness to share
information. That can only be done if the CEO behaves so it will happen.

Quality does not happen until the CEO starts yelling at the line manager
and instead of quality manager. Learning and knowledge are slightly more
subtle but not much . Quality is a state of mind as is learning.
