Bill you comments are right on target. To add a bit more fuel to your
fire, <management reaction has to do with their self perception. Most of
not all managers perceive them selves as decision makes and many see their
job containing elements of my job is to keep "them" from making mistakes.
It is when mangers can change heir own self perception to, "my job is to
help them make all the improvements we can possibly justify that employee
creativity is unleashed.

Management self perception and personal belief system is at the core of
company culture and attitude and employee engagement in the enterprise.
