It sounds like your organisation could use a true systems thinker
particularly one with IT skills!

If you want to have a single central integrated database you'll need to
use a product like ORACLE or Microsoft's SQL Server. Neither of these are
built for IT novice use but there are people around who can help. I
suggest you get a consultant with experience in building integrated
database solutions to help scope your project.
