Barry, I'm sorry you found gloom in my postings. They were not intended
to engender that feeling. The situation I described is widespread,
however I feel it is diminishing. These days I work as a consultant in
risk management, and occupational hygiene/quality inparticular. What
surprises me every time is the awareness amongst managers of the need ro
change to a risk conscious mindset.

Some managers have even stated that they are aware that the law has
changed from a prescriptive basis to performance based, i.e. risk
assessments shall be performed and risk minimised to a tolerable level
wherever practicable.

In Victoria and other Australian states there is a concerted move by
Workcover Authorities towards eliminating workplace bullying and stress,
and many managers are aware of this trend.

In December this year Commonwealth laws will require corporations to
proactively manage their risks.

Things are definitely changing, perhaps for the better. Time will tell,
however I'd say one thing - the reduction in workplace deaths this year in
Victoria justifies a risk management approach to operational risk
(quality, safety, environment, security).
