John,
I hope that my simple answer didn't imply that the solutions were easy. I
just wanted you to separate the dance from the dancer. They are
interdependent, but more than that interdevelopmental--there is a big
difference. You may be confusing norms (the way it's okay for people to
behave) with the people. It is a BIG DEAL to change norms, speaks a
martyr himself.
However, all the Band-Aids in the world don't fix gangrene--ignore it and
eventually the organism is in trouble, however you do have the government
on your side and the old adage about having but one life to give, doesn't
apply.
Without sounding glib, I have been involved in change efforts where senior
leadership wants to fix the problems but are not willing to endure the
pain or political fallout to do so...if I had to do it all over again, I
wouldn't, I don't care how much they paid me!
Also, they do shoot messengers contrary to popular belief.
