I'm never really sure what Senge & other organisational writers mean by
culture, but Alfred Kroeber & Clyde Kluckhohn, two of the big names in US
cultural anthropology offer the following definition:

"Patterned ways of thinking, feeling and reacting, acquired and
transmitted by symbols constituting the distinctive achievements of human
groups, including their embodiments in artefacts; the essential core of
culture consists of traditional ideas (historically derived and selected)
and especially their attached values. Culture systems may, on the one hand
be considered as products of action, on the other as conditioning elements
of further action." (from 'Culture: Critical review of Concepts and
Definitions'. New York: Vintage Books 1952.)
