That's a difficult question to answer. I think that in a true learning
organization, real learning is embedded in everything that you do.
Therefore, 100% of peoples' time is devoted to learning activities.
Other than that, it's a tough question because organizations' goals,
outputs, and needs are too drastically different. I don't think you can
apply a cookie cutter to this answer, but need to look at a lot of unique
characteristics.
