What you describe resembles "reverse delegation". Your managers who
refuse to manage are enabled in doing that by more senior level managers
who, for whatever reason, put up with it. I did this fro quite a while
until I figured out what was really going on, let go of many strings that
I previously liked to hold, and told my managers that it was their job and
they should handle it. Senior managers, it seems to me often create
dysfunctional behavior in others by their own actions and then complain
about it.
