Gordon Housworth asked for comments on an enterprise debate over
re-structuring, with two competing options being a regional structure vs.
a functional model.

Would I be wrong in detecting that the major fight is for turf rather than
for the "right" solution?

I don't have enough information on which to base a solution. I would
however suggest a third model/option to consider: a process model. The act
of getting people to look at the organization from a completely different
perspective might diffuse some of the territoriality. In addition, it
would provide the stakeholders with a more integrative perspective. I do
not claim that this approach will alleviate all of the anxieties or the
tendency for some to bail out if they do not emerge as winners.

Functional models tend to promote turf approaches which in turn lead to
fragmented and inefficient business processes. You will still need to
determine how to handle geographic factors.

The possible departure of dissenting executives can often prove
beneficial, especially when their dissent is based more on personal power
rather than the health of the enterprise.
