This can become a problem, if the element Strategy is just one of the 7
elements, equally valued and misunderstood as something that can be fixed
with a mere inward focus (egocentric organisation).
Strategy should align the other 6 elements to the environmental
requirements (customer focus, competencies of competitors). If strategy
has not the strength to bring the "out of the box" view into the
organisation the organisation will start to twist around their inward
focus.
Senge has good notes on dialogue and the meaning of defence routines in
the context of team learning that proves how difficult it can be for
strategy to gain the required strength to realy focus on the world
outside.
