The method that I have found most successful is to have the new pay system
designed by the employees who will be affected by it withing management
pre-established parameters. Although I have seen success without
facilitation by an outside expert, it is probably more effective and less
expensive to use a skilled facilitator with considerable expertise in
designing pay systems to align with the organization structure and
business strategy.
