You may want to consider these possibilities when deciding about measures
Measures are a problem because
The are not used to make decisions
Actions are based on other more powerful informal measures such as the
bosses questions
They measure the wrong results
People seeing them up do not understand human behavior and so they get
different behavior than expected.
Measures intended to manipulate backfire
We measure for the wrong reason
The measures selected are not good indicators of process effectiveness
We measure the wrong results
We do not act on the measures because they are not understood
The old measures still dominate the minds of the managers
The old measures are accepted and the new are not
unit efficiency vs system effectiveness or
parts per hour while working vs parts per day
Measuring to get someone fails
Measuring to find guilt rather than fix the process
The frailty is not in the to measure or not but in the intent and
understanding of the people setting up the measuring system. Ifthier heart
and mind are not set on right then the system will backfire or not work f
their send the wrong signals.
