Managing to a budget LO15630

I am developing a short training module for a client in the general area
of 'managing the overall cost of doing business'. My assignment is to
train the concepts of effective management of resources, time, people,
etc.to managers who historically have not had been held accountable to
managing to a budget - when more money was required, it was provided. My
client is now realizing that this approach has perpetuated a culture of
waste and poor planning. Case in point - rather than make an investment
in hiring an entry level FTE who can be trained and develop loyalty to the
company a manager is more often inclined to hire a highly skilled
temporary employee and end up paying 60% more in fees than what the job is
really worth.

Any suggestions for articles, books, or other resources?
