Scott--here's what I've done in the past in nonprofits, where we had
little or no money to recognize people who sacrifice themselves solely for
their passion in nurturing others (and not for money or recognition):

1. canvas businesses to provide gift certificates for services
(restaurants, massages, hot tubs, products, you name it). I've found that
there are many businesses willing to provide this type of gift for this
type of reason.

2. get your administrators, parents, community leaders & students to
"substitute" for some of the staff--working in the cafeteria line;
pushing the brooms; serving in the library; taking over a class.

3. ask students to draw pictures or write stories about the people in the
school who've influenced them the most.

4. decorate the school busses for the drivers and students; paint the
driver's name and/or picture on the bus to recognize them.

5. solicit contributions for a district-wide potluck/dessert/buffet in one
of your larger facilities, and hand out recognition certificates and/or
plaques.

bottom line--you can do a lot of recognition with a little bit of money,
lots of help and planning.

one year I bought on-site neck and back massages for people being
recognized--it was not expensive (about $15/per person). Many of them
still talk about how nice that gift was.

hope this helps
