Here are two suggestions:

The General Accounting Office has published an Executive Guide in
September 97 titled, "Measuring Performance and Demonstrating Results of
Information Technology Projects." The reference is GAO/AIMD-97-163. I
believe you can download it from their website.

I have been reading a book on project management that is excellant. The
title is, "Creating an Environment for Successful Project." The authors
are Robert J. Graham and Randall L. Englund. The publisher is
Jossey-Bass.
