Hi, Paul--you've asked an important and intriguing question that more
people in your situation should ask. Now, rather than tackle the
questions you concluded with, I'd rather ask a question concerning how you
determined that there are (1) two major problems; and (2) what those major
problems are.

I'm asking you this, because to get to the type of organization you are
saying you would like to co-create, then you need to start by inviting
comment from the group concerning what they do well, poorly and not at
all.

You can do that by asking your department members, "what are the major
problems with the company that we can resolve?" or something like that.
