Marvin,

Isn't scapegoating a part of the "blame game". It is easier to find
someone to blame or be at fault instead of digging to the real issues of
accountability and underlying root cause. Thus, in your scenario,
scapegoating becomes an organizational pattern that prevents
organizational learning.
