It depends what you mean by "to a large extent." Any evaluation I make of
another person says more about me than about the person I'm evaluating.
My evaluation is based on my perception of what the person has done, my
perception of the consequences, my perception of the significance of the
consequences, my values... Some of my evaluation comes from the person's
performance. A large extent? My guess is no.

"Not all employee are equally valuable to their employer? True or false?"

I'm uneasy about the question, because it seems to imply that the value is
an attribute of the employee. As I said, I think value says more about
the evaluator than about the person being evaluated. So I can agree with
a somewhat different statement: Most employers value different employees
differently.
