Yes, Fred it is, and I share your recommendation of Mintzberg's "Rise And
Fall of Strategic Planning".

The old rational sequential strategic planning process belongs to
yesterday's orderly organized world. Instead, MINTZBERG's emergent
strategy calls for a strategic direction that emerges over time from
multiple unrelated decisions and actions made by various people within the
company. This process leads to significant changes in strategy, but
gradually. Strategic change is a continuous process occurring through
relatively small adjustments to activities within the company. In this
way, strategy is crafted, with formulation and implementation merged into
a fluid process through which strategies emerge.

For a detailed discussion on strategy formulation strategies- from
Ansoff's staretgic planning through logical incrementalism and muddling
through, see the "Organizational Strategy" section in "unorganization:
the business handbook" at http://www.unorg.com/bh.htm

regards sincerely Simon Buckingham, unorganization: business not
busyness!
