I think somewhere on our website is an article on what we call EE, or
Effectiveness Enhancement...if not I should get it up there...it's a
chapter from our book "Performance Management-Why Does It Fail.

The premise is to orient performance reviews to learning, development and
improvement, and to do that we need to individualize performance
review/planning systems, since different people will benefit
differentially from different review approaches.

In simple words, it moves away from form-driven, central agency driven
one-size-fits all approaches. Hope this helps a bit.
