I am trying to draw useful distinctions between Project Management - often
seen as a rational/linear process - and Programme Management - the
umbrella under which many essential other processes are recognised and
integrated in the management of large scale IT Related Change.

We believe that there is a distinction between what can be planned up
front and project managed - the content agenda - and the processes which
take account of variation, shocks, the hidden agendas, etc - which can be
called Programme Management.

References which we have found useful to date are:-

Kotter - HBR March-April'95, p59 - Process view of change
Long Range Planning (LRP) - Vol 29,No6 Dec'96 - on "wicked problems"
Buchanan & Boddy - The Expertise of the Change Agent ISBN0-13-544024-6
- High Vulnerability Projects

I would be grateful for any additional sources or comments from members
of the list.

Thank you.
