What is the problem we wish to use the notion of competencies to deal
with? In resolving managerial/organisational related problems a clear
identification of the circumstances followed by the forming of some
preferred or anticipated outcomes may be the first steps. Then one would
be at liberty to explore a range of frameworks to assist in the resolution
of the identified problem(s). One of the alternatives could be competence
based. The description of such a competence might include a reference to
its utilisation and the expectations of the enquirer in relation to its
interpretation and relevance within the organisation. I think I come from
the configuration and context school on this one.
