As some other postings have shown, the discussion about competencies can
get messy (and maybe not very useful either). Two suggestions I can offer
are:

1. check out the book "Competence-Based Competition" edited by Gary Hamel
and Aimi Heene (John Wiley & Sons, The Strategic Management Series, 1994).
In it one can see the many possible different meanings for "competency"
and the diversity of useful applications for this "generic" idea.

2. try to understand competency from a "bottom-up" perspective. In our
educational efforts we talk about "durable competencies for managers"
loosely defined as "things" that are not context specific, do not become
obsolete with time (as knowledge, particularly technical knowledge tends
to become), and are improved (to the mastery level) with usage. The
"bottom up" perspective is the idea of identifying these "things" from
examples such as: communication (writing, speech, listening); negotiation
(finding integrative solutions); creativity; systems thinking; decision
making (minimizing biases etc.); feedback handling; moral reasoning etc. I
have to admit it sounds too lose and unstructured, but usually our
students (experienced business executives) develop a good feeling of what
they should start working at the coming Monday morning to improve their
performance.
