Anybody does - if they've got the guts and the leadership skills. It
doesn't have to be the person at the top but they will have to get on
board eventually.
To maintain any kind of organisational change you eventually have to get a
critical mass of people on board but sometimes a "fire down below" is the
best way.
We worked with a group of supervisors in a food company, got things moving
with them. Once other departments and senior managers saw what was
happening, they wanted to get involved.
Keeping it going needs the right systems but if you don't have people with
the right attitudes and the skills to make a difference, the system will
fail.
