I believe that Learning Organizations exist when members "walk the talk".
Yes, communication enhances learning, but then the members must use the
newly acquired knowledge to improve processes, relationships and systems.
I have experienced organizations that state that learning is important,
but then don't budget for developmental activities. Management may
believe that they are part of a learning organization and then not treat
members with respect. It is easy to say one thing and do something else.
Learning organizations have values in place which support the
infrastructure to promote a learning culture. Success can be measured by
bottom-line results, strategic goal attainment, and surveying members
including customers.
