I have found this forum to be quite enlightening. I also am a state of
Iowa worker involved with the development of Learning Organizations. Do
not give up hope. There are more and more people every day ambitiously
seeking to move in the LO direction. The book The Fifth Discipline may
not be the easiest to read and understand but it is well worth the effort.
There is a companion book out now titled "The Fifth Discipline Fieldbook"
by Senge et.al. Has anyone out there read and used this. I have read
about half and it seems much more user friendly. REAL world applications
and examples. State Government I will agree is the slowest moving snail
on the face of the planet when it comes to this type of fundamental
change, but if the few keep fighting the good fight.... Take a look at
the Fieldbook I think you will find it interesting.
