I agree with this. I like to put it this way:
Empowerment = Freedom > Goal Idea > Courage > Action > Consequences >
Accountability > Growth > Freedom > Revised Goal Idea > Etc.
This process can be encouraged (with coaching and useful instruments) or
discouraged (with control oriented managment) but cannot be "given" or
"assigned."
