Hi

I have used it when working with IBM. I am an associate of the IBM
Organisational Change practice here in the UK.

On two projects there have been major project reviews when Red, Amber
(rather than yellow, as here in the UK we describe the middle light as
amber) and Green. They were used in a manner similar to that which you
describe.

Green means that things are on track, going according to plan Amber, watch
things, not going as well as hoped and not yet cause for immediate
reaction Red, Off plan and action needs to be initiated to restore the
situation.

I can give you no further information as I was a recipient of the output
and did not contribute t the scoring.
